The Contractor shall perform the following work under a vendor/client contract: 1. Conduct an assessment of the Courthouse to determine security needs. 2. Recommend equipment, modifications and procedures necessary to improve security. 3. Perform a testing of all duress alarms on a monthly basis. 4. Schedule quarterly meetings with the County Administrator and Emergency Management Director. 5. Develop a detailed policy and procedure manual for use by guard personnel in providing security services and in accordance with State Court Administrator’s Guidelines. The policies and procedures must be approved by the Chief Judge and the County Board of Commissioners prior to implementation. Such policies and procedures to include, but are not limited to: a. Interaction with public, including search and confiscation and expulsion from the Courthouse. b. Communication with the Sheriff Office for probation violations and emergencies. c. General conduct, demeanor and appearance. d. Supervision procedures for on-site guards, such as inspections, reports, meetings, logs, post orders and recording time. e. Emergency and complaint procedures. f. Employee training, including new hire and continuing training practices and procedures, hourly and salary and safety training including blood borne pathogens and equipment. g. Panic Alarm and Door Alarm response procedures. 6. Provide training on laws, rules, and regulations concerning weapons search procedures and additional training on the subject of proper restraint tactics and dealing with hostile persons. Further first aid and CPR training is required of each person assigned.
