Specifications include, but are not limited to: ● Execute a physical security risk assessment for all buildings (see Appendix A) o Inspect and assess each building’s safety and physical security features ▪ Interior and exterior access controls ▪ Cameras and surveillance ▪ Alarm/notification systems ▪ Emergency maps and other posted communication o Evaluate key strengths, weaknesses, opportunities, and threats by building o Evaluate building access control practices, including automatic door lock schedules, key request practices, and practices for interior door locking o Evaluate lighting for sidewalks, parking lots, and outside each building o Provide prioritized recommendations for improvement ● Evaluate NMC’s emergency management function o Assess NMC’s Emergency Management Plan for quality and completeness ▪ Evaluate the plan using the REMS / Department of Education’s Guide for Developing High-Quality Emergency Operations Plans for Institutions of Higher Education ▪ Review safety procedures for all emergencies, including active assailant, fire, weather events, bomb threat, gas leak, chemical spill, communicable diseases, riots, civil disruption, technology, and more. ▪ Evaluate the College’s emergency management and response structure o Evaluate NMC’s Emergency Alert System (EAS) tools and related practices ▪ Assess emergency communication procedures and duties ▪ Content, timing, and frequency of messages and develop benchmarks with consideration to requirements under The Clery Act ▪ In conjunction with the physical security assessment, identify buildings and campus areas needing improved emergency alert tools ▪ Evaluate use/need for blue phones, radios, panic buttons, and more o Review departmental emergency plans (for those that exist) and help the College develop a framework for the content and oversight of such plans o Assess individual building emergency plans and provide guidance for improvement o Provide prioritized recommendations for improvement ● Evaluate NMC’s safety climate, policies & procedures, and practices o Review NMC’s organizational structure and safety resourcing; benchmark it among peers and best practices o Review recent student climate survey results to identify themes and key opportunities; conduct a similar survey and/or interviews of employees covering all functions of the College o Evaluate incident reporting and management system (Maxient) and offer best practices o Evaluate Behavioral Intervention Report Team (BIRT) and other intervention and counseling programs for opportunities for improvement o Evaluate campus guest, visitor, and community event policies o Evaluate residence halls and other on-campus housing safety practices o Evaluate security department responsibilities and function, and provide guidance on how to better integrate security into campus life. o Provide prioritized recommendations for improvement ● Evaluate safety and security training and resources for employees and students. o For college-wide safety training, review quality and quantity of safety training content, delivery methods, materials, etc. o Evaluate role-specific safety training needs, identify related gaps o Assess safety resources and tools available on our websites (external and intranet) o Provide prioritized recommendations for improvement
