Specifications include, but are not limited to: Contractor will assist MSP in development and implementation of the highest level/quality of photography/video footage, technical support, and brand development strategies. Through efficient and consistent processes, strategies will support enlisted and civilian positions alike and include statewide coverage. This will include developing department brand, increasing the recruiting footprint to include online strategies, provide consistent messaging, and campaign management. This includes both digital and print design options. The contractor will research data, create content, and deploy online recruiting strategies. 1. Requirements 1.1. General Requirements Contractual services are required to provide the highest quality/level of photography/video footage, technical support, and brand development research strategies. The contractor must have experience in digital advertising, video production, professional photography, website design, website development, website administration, website hosting, discovery of brand development, provide monthly performance reports, search engine optimization experience, experience in police recruitment videos, experience in law enforcement re-branding and messaging, social media advertising pertaining to law enforcement recruitment and the ability to analyze analytical data secured from their efforts. The contractor must have experience in film/video production to include but not limited to practical aspects of filmmaking, finance, and all phases associated with high level video/photography and re-branding law enforcement agencies. Contractor will be required to re-brand the MSP and provide advertising across a myriad of platforms to enable MSP to attract qualified applicants to all open positions within the MSP. To achieve this, Contractor will be required to: 1) Meet with MSP department leadership to develop a brand/mission 2) Develop messaging, tag lines, color palettes, concepts, and goals of the campaign 3) Present concepts, evaluate online platforms, and select appropriate geographic target locations/opportunities 4) Research market trends and current MSP strategies 5) Outline goals, provide timelines, budgetary concerns 6) Create a sustainable 22-month recruiting plan, video/photo production, recruitment videos, social media recruitment videos, and department wide photography 7) Maintain a trendy and relevant presence across all platforms 8) Allow MSP to retain/own all content. 9) Monthly virtual meetings to discuss analytics of campaign.
