The U.S. Army Corps of Engineers, Detroit District intends to solicit for supplies and services to establish a Multiple Blanket Purchase Agreements (BPA) for Concrete Repairs.
This is NOT a Request for Proposal (RFP), is Not an Invitation for Bid (IFB) nor the Solicitation. No proposal is being requested or accepted with the Sources Sought Notice, and no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
The work includes the following: The United States Army Corps of Engineers (USACE) Detroit District (LRE) requires the supply of Portland Cement Concrete (PCC) for various maintenance activities at the St. Mary’s Falls Canal, colloquially known as the Soo Locks, in Sault Sainte Marie, Michigan. Additional areas under the Soo Project Office’s (SPO) area of responsibility may be included as well, to be specified at the time of each BPA call.
If you are interested, please review the SAM posting, complete the attached questionnaire, and send it back to the identified POC of this notice. Your responses will help us determine what type of set-aside we will use for this project. If you are not interested, please provide some feedback as to why (location, value, bonding, etc.) as your answers in the negative do assist us in our market research efforts.
Data collected from the responses will become the property of the USACE and will be used to provide a snapshot of how businesses who participated are capable of providing service to support the construction of the St. Mary’s Falls Canal.
The estimate magnitude of construction is between $1,000,000 and $5,000,000.
The North American Industry Classification System (NAICS) code is 212321, Construction Sand and Gravel Mining, which has small business size standard in in number of employees 500.
Participation in the questionnaire is entirely voluntary and non-participation will not affect the consideration of any company for future federal contracts.

Reference Specification will include:
Portland cement concrete shall comply with the following specifications:
- ASTM C94: Standard Specification for Ready-Mix Concrete
- ASTM C150: Standard Specification for Portland Cement
- Concrete shall be supplied by a plant certified by the National Ready Mix Concrete Association.
- Concrete ordered during times of cold weather shall be heated in accordance with ACI 306R-10 Section 5 to ensure a minimum delivered temperature of 55°F.
Specifics of mix design will be established at the time of each call under this contract. The minimum specs are as follows:
- Cement: ASTM C150 Type I or Type II
- Minimum Strength: 3500 PSI at 28 days
- Max Aggregate Size: 1-1/2 inches
- Air Content: 5 ± 1%
Maximum Slump: 5 inches
