1. The City of Wyoming is requesting proposals for towing and storage services for vehicles owned by the City and non-City vehicles involved in accidents and police situations where the owner or authorized agent cannot or does not designate another towing service. The City is requesting pricing for three-years with the option of two one-year renewals upon mutual agreement between the City and the awarded Contractor. The proposal will be awarded for the City of Wyoming and contract purchase order will be issued to the successful bidder within approximately 60 days of bid opening. All pricing submitted and all specifications contained herein shall also apply to the City of Grandville. The City of Grandville will issue their own contract purchase order and will have the right to choose to award. 2. The City shall have the right under this proposal at any time to make additions and deletions to the specifications. A) Such changes, when deemed by the City to result in costs to the successful proposer in excess of the cost which would have been incurred by the successful proposer had the original specifications been followed, will constitute extra work, the payment for which will be subject to negotiation between the City and the successful proposer. B) Such changes, when deemed by the City to result in lesser cost to the successful proposer than would have been incurred by the successful proposer had the original specifications been followed, will constitute lesser work, for which a deduction from the awarded bid proposal price shall be negotiated between the successful bidder and the City. Only such additions and deletions as are specified by the City in writing to the successful bidder shall be made. 3. Qualified Bidders A) Proposals will only be considered from contractors having a minimum of two years’ experience in the business of towing and storage. B) The contractor must be registered with the Michigan Public Service Commission www.michigan.gov/mpsc. C) The contractor must be licensed to tow in the City of Wyoming throughout the term of the Contract. D) The contractor must adhere to the Michigan Vehicle Code provisions governing abandoned vehicles. The contractor shall comply with the requirements at no additional cost to the City. Contractors must address any challenges to the reasonableness of towing and impound costs and fees (other than those, if any, imposed by the City or a court) without cost to the City. E) The Contractor shall serve the City on a first priority basis and shall provide 24 hours per day - 7 days per week service. F) The Contractor and its personnel shall comply with all other laws, rules and regulations applicable to its business and the services to be provided under the contract with the City.
