2.1.1. Research and Engagement • Research: The contractor will thoroughly research to gain an understanding of the county’s demographics and dynamics. • Engagement activities: The contractor will develop plans for public engagement activities that the county’s project management team (PMT) will execute. • Internal stakeholder survey: The contractor will assist in developing a survey that the county’s PMT will conduct to gather slogan ideas from county employees. • Interviews with commissioners: The contractor will conduct individual in-person interviews with commissioners to learn what the county means to them, identify themes, and collect slogan concepts. 2.1.2. Concept Development The contractor will refine the list of slogan concepts collected from staff, the public, and commissioners, as well as those developed by the consultant, to the top 10 concepts. The contractor will present those top 10 concepts to the PMT, which will select three to recommend to the Executive Leadership Team (ELT). The consultant will present the top 10 concepts, including the three recommended concepts from the PMT, to the ELT and explain the reasoning behind their selection and recommendation. The contractor will present the top two concepts chosen by the ELT to the County Board of Commissioners during an in-person board workshop, explaining the path taken to develop the concepts and the reasons behind the top two concepts being presented. 2.1.3. Rounds of Revision The consultant will offer the ELT one round of revision after presenting the PMT’s recommendations to the ELT. The consultant will also provide up to two rounds of revision to the County Board of Commissioners after presenting the board with the two concepts selected by the ELT. The consultant must provide pricing for additional rounds of revision that the PMT can initiate during the project, if necessary. 2.1.4. Request for Final Approval After the rounds of revision with the County Board of Commissioners, the contractor will deliver a final recommendation of a new slogan to the County Board of Commissioners for consideration in a board workshop. 2.1.5. Implementation Plan Concurrently with other tasks, the contractor will develop an implementation plan for the successful launch of the new slogan that will drive early adoption with staff and the public. This implementation plan should provide goals, strategies, and tactics for communicating with internal and external audiences and will be executed by the county’s PMT. The plan should provide specific methods and channels for communication, key messages to deliver to the different stakeholders, and a defined timeline of when each action should be completed. The implementation plan will be presented to the PMT before the Request for Final Approval process outlined in 2.1.4. for review and feedback. The contractor will incorporate feedback received from the PMT and will share a final implementation plan with the PMT.
