The Department of Administration, on behalf of the Minnesota State Patrol within the Department of Public Safety (DPS), requests proposals for one (1) L3Harris PatrolSim™ 8 Law Enforcement Driving Simulator, or State approved equal. The Minnesota State Patrol (MSP) is seeking a law enforcement driving simulator to enhance training that occurs on the driving track. The simulator is designed to offer supplemental training for Minnesota State Troopers, focusing on improving their decision-making skills. Additionally, the simulator will be used by cadets to aid in their decision-making skills. A crucial element in enhancing realism is providing the instructor with the ability to adjust the scenario based on the student’s decisions. The simulator must have an external steering wheel and gas pedal to allow the instructor to manipulate “other” vehicles in the scenarios to create more realistic experiences and enhance the student’s ability to process ever-changing environments. The external pedal and wheel are separate from the simulator, yet they function together simultaneously. Further, the MSP allows troopers to use a maneuver referred to as “Pursuit Intervention Tactic.” The simulator must have the functionality to assist the student in mastering this maneuver. The simulator must also be capable of simulating various weather conditions and terrains, including but not limited to rain, snow, sleet, and dirt roads.
