Specifications include, but are not limited to: The following is a list of deliverables expected to be provided by the successful responder: 1. Kick-off teleconference at the start of the project to review project tasks and goals and discuss the plans for all of the tasks. 2. Check-in teleconferences with Clear Roads to review deliverables as appropriate. Part I 1. Literature review to include an examination of domestic and international completed research, research-in-progress and other resources that compare the DLA of salt brine (mixed with any one of up to three different additives applied as recommended) with the application of granular salt. Of particular interest are the performance measures used to assess and compare these winter maintenance materials and practices. The task deliverable will be a memorandum summarizing literature review results. 2. Agency survey. A survey of Clear Roads member states and members of AASHTO’s Snow and Ice Listserv to collect information about current practices regarding salt brine DLA and application of granular salt and the measures employed to assess the performance of each application type. Survey responses will be followed by interviews with selected respondents describing notable DLA programs. Task deliverables will be a set of draft survey questions (to be approved by Clear Roads prior to survey deployment), a file containing the full text of all survey responses, and a memorandum describing survey findings. Part II (if applicable) 1. Field testing protocol. Using a controlled location or public roadway, field testing to compare the use of salt brine DLA (mixed with any one of up to three different additives applied as recommended) with the application of granular salt. The task deliverable will be a memorandum describing testing protocols (approved by Clear Roads prior to deployment). 2. Data analysis. Analysis of data gathered in the field test to inform development of performance measures. The task deliverable will be a memorandum describing field test findings.
