he purpose of this RFP is to select an organization that will provide a proactive, culturally aware approach that reaffirms the dignity of all to conduct street outreach in South Minneapolis. We are looking for applicants that have an established community presence. Applicants would use their knowledge of the neighborhoods and area residents and businesses to build trust with at-risk youth and adults, while providing person-centered crisis intervention and resources to basic needs and supplies. Eligibility Requirements: The applicant should demonstrate the organization’s experience in the following: 1. The applicant must have extensive experience in working with Native American populations. This would include a deep understanding of Native community leaders, allies, programs, resources, area residents, local clinics, and other organizations that are able to connect people in need with Community. 2. The applicant must be comfortable being around people that are in active addiction. 3. The outreach should primarily focus on hard hit sections of South Minneapolis, including the Lake Street and East Franklin cultural corridors. 4. The program will include and utilize volunteers from South Minneapolis that are identified as underserved, at-risk, or unhoused. 5. The applicant should be able to identify situations in which a person might have been (or is in danger of being) sex trafficked and know how to handle that situation safely. 6. The applicant must have a working knowledge of addiction recovery tools (including emergency and harm reduction methods), temporary (or other) housing opportunities, knowledge of neighborhood drop-in centers, safety centers, and other immediate resources. 7. The outreach plan must include a variety of different hours throughout the week. Ideal candidates would have some evening or late-night outreach times.
