• Current sign code diagnosis. The Consultant will work closely with City staff to produce a diagnosis of the existing sign regulations in the city code. City staff have identified the following items, at a minimum, that need attention: o Equity analysis of current sign requirements. Explain how the current code language affects certain businesses, uses, or different areas of the city. o Bringing the code into compliance with all federal and state laws and statutes related to signage. o Updating the code to follow industry best practices. o Revising wall signage requirements. o Right-sizing maximum sign area and total sign area for each zoning district, particularly the I-394 Overlay district. o Signage requirements for cannabis, tobacco, and alcohol-related land uses. o Analysis of sign code requirements of neighboring communities and comparison to Golden Valley’s code. • Drafting the document. The consultant will prepare drafts of the updated sign code, including graphics, culminating in a final version to be presented to and acted upon by the Planning Commission and the City Council. The Consultant will utilize tables, figures, and illustrations to convey zoning regulations that will be user-friendly, easy for staff to administer, and easily understood by residents, developers, and business owners. • Equity analysis. Provide a benefits and burdens analysis for businesses and neighborhoods. • Planning Commission. The Planning Commission will serve as the advisory body for review of the sign code update. The Consultant should prepare an engagement schedule for Planning Commission review. • Public outreach. The Consultant will develop a public outreach strategy consistent with the city. This process must include authentic participation that informs community stakeholders and the general public of the benefits of a sign code update and demonstrates a proven method of soliciting and incorporating public feedback. • Commerical users outreach. The Consultant will develop a public outreach strategy specifically for building and business owners, property managers of multi-tenant commercial buildings, and sign companies. The goal of this outreach effort is to learn the industry standards and expectations around signage for business and commercial property owners. • Communications materials. The Consultant will prepare Illustrations, handouts, webpages, or other documents to help explain the sign code changes to the public.
