The Department of Minnesota IT Services (MNIT), partnering with the Department of Human Services (DHS), intends to renew an agreement with DST Health Solutions, LLC, d/b/a SS&C Health (SS&C), for up to 60 months. This agreement will provide continued, uninterrupted use of Johns Hopkins Adjusted Clinical Grouper (ACG) System with Rx-PM Software (“ACG Software”) and includes the license, maintenance, and support. The Health Care Administration division of DHS uses the ACG Software primarily within the Integrated Health Partnership (IHP) program, which is statutorily required, by Minn. Stat. § 256B.0755 and has been in effect since 2013. The goal of the IHP program is to lower costs and improve the health care delivered to Medicaid beneficiaries via direct provider contracts. To meet this goal, DHS uses the ACG Software for settlement calculations within IHP, payment and utilization modeling, care management, panel management, and for evaluation purposes. SS&C Health retains exclusive ownership, copyrights, and trademark of these proprietary software license, maintenance, and support services. No other third parties are able to provide the necessary services. In addition, ACG Software is the only solution that will meet the business needs of DHS and help the IHP program meet its goal. For these reasons, MNIT, partnering with DHS, determined this to be a single source purchase.
