The U.S. Army Corps of Engineers – St. Paul District is seeking interested and qualified parties to carry out a small but culturally sensitive project for one of the Recreation sites in the District.
The St. Paul District intends to solicit and award one (1) firm-fixed price (FFP) services contract for developing and installing a series of six outdoor educational panels across the Gull Lake Recreation Area (GLRA), near Brainerd, MN. Panels will cover different Corps’ missions such as recreation, safety, operations, and environment as well as different topics such as environmental, Tribal, and location history. Panels will have a bi and/or tri-lingual information component with English being the primary language, and Dakota and Anishinaabe languages being incorporated throughout.
The six exterior signs will be located within one foot of existing public pathways. The size of each sign may vary, depending on content; however, the largest signs shall not exceed 24” x 60”.
Text and information on signs will be created from approved websites and histories, and the drafts of each panel will be reviewed and approved by the District POC. Drafts of the panel design and content will be provided to the Government within 90 days of contract award.
The six completed outdoor panels documenting the District missions delivered and installed on or before May 19, 2025 by the Contractor at the Gull Lake Recreation Area: 10867 East Gull Lake Drive Brainerd, MN 56401.
Our intent is to issue a competitive solicitation and award a single firm-fixed price services contract in fall 2024.
The information submitted in response to this notice will be used in determining what type of set-aside is used for this acquisition and developing the qualification identifiers.

- Special qualifications or certifications pertaining to this project
- Demonstration of knowledge of Dakota and Anishinaabe languages and culture – this may include published articles, previous projects (with contract numbers and references)
