The Owner's Representative provides consultation services to Minnesota State’s Chancellor, Vice Chancellors, Board of Trustees, Program Management Office (PMO) and Office of Change Management (OCM) throughout the implementation and sustainment of Workday Student to ensure all deliverables follow industry best practices and are in the best interests of Minnesota State. The scope of professional services may include: Participate in implementation planning meetings with Minnesota State, Workday and Deloitte (the implementation partner) to confirm plans will achieve project scope, dependencies have been identified, and risks and issues are identified and have mitigation plans. • Assess all major project deliverables to advise on the design and implementation of Workday Student, which includes implementation scope, process improvement, resource planning, cost estimating, scheduling, deployment planning, testing, training and communication planning, and operationalizing. This may include the following: o Implementation and readiness plans (includes scope document, project timelines, resource plan, approach to risk and issue management), o design documentation (includes business processes, system configuration and integration), o data migration plans, o testing and quality control plans, o transition plans (from Workday to Minnesota State), and o organizational change management plans (includes training and communications). • Assist in project evaluation. • Assist PMO in the oversight of the Workday contract and acceptance of project deliverables. • Provide optional services to fill key project roles as needed for risk mitigation (i.e., Program Management, Project Management, Change Management). • Act as an advocate and advisor to Minnesota State, as needed, as issues arise throughout the project. • Assist Minnesota State in reviewing any proposals and subsequent change orders throughout the project. • Participate in any dispute resolution process if one arises. • Assist Minnesota State in soliciting proposals for additional services or consultants as necessary. The scope of deliverables may include: • Provide written recommendations and/or oral recommendations on the major deliverables listed above. • Provide quarterly written evaluation and reports on schedule alignment to maintain overall project schedule (i.e., potential delays, cost overruns, complications, mitigations, scope creep, etc.) • Develop an accountability framework to assist Minnesota State in meeting planned deliverables and executing tasks promptly.
