The Commander Fleet Readiness Center hereby gives notice of their intent to award a sole-source contract to CAPVIDIA NA LLC, 22013 County Road 22 Sleepy Eye, Minnesota 56085 (Cage Code: 6ZGH3).
The Commander Fleet Readiness Centers (COMFRC) Digital Group Aviation Product Lifecycle Management (AvPLM) program requires software customization for the existing MBDVidia Enterprise Server in order to ensure compliance with DOD STIGS. An advanced handling of passwords for authentication to the MBDVidia Enterprise Server is required. This project will implement a method for passwords to be encrypted and remain encrypted at all times until reaching the server, ensuring IA compliance while still supporting the AvPLM integration and automation of STEP/QIF file generation afforded by the MBDVidia product. Capvidia’s MBDVidia maintenance support is required to meet the AvPLM program’s specific requirements and to avoid a duplication of cost. Any substitutions may render some or all of the additive manufacturing equipment inoperable resulting in significant impacts to program and the Warfighter due to having to redesign the technical solution and descope the current capabilities. Capvidia is the only manufacturer capable of meeting the necessary requirements of AvPLM due to the features available and configurations included and has been specified to work in conjunction with other selected material within the program. Per the FAR 6.302-l(a) (2) (iii) (A), when services are deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
