In addition to using the resulting information from this Sources Sought for determining potential sources for information and planning purposes, the Sources may also be requested to assist the Government in determining contract structure and method of procurement.
Description
This is a sources sought announcement in accordance with FAR Part 10 and FAR 15.201 and in anticipation of a potential future procurement program. The Naval Sea Systems Command, PMS 401 Submarine Acoustic Systems Program Office, is conducting market research to determine potential qualified commercial sources with interest and the specific experience and expertise necessary to operate the U.S. Navy Submarine Transducer Repair Facility (TRF). This facility provides safety of ship and mission critical transducer repair and restoration in support of shipyard availabilities and fleet mission needs. Under this effort, the Contractor will operate and may establish and manage the facility. Execution of work scope requires specialized expertise in acoustic sensor requirements, design, construction, restoration, repair and recertification. On an annual basis, the Contractor will build and deliver approximately twenty-two (22) shipsets of DT-100 hydrophones and will also provide restoration, repair and recertification of varying other SONAR sensors as listed in Table 1. A manning profile will be defined later and will be influenced by the input received under this Sources Sought, but is anticipated to total approximately 500-600 hours/week. The work is currently performed at a facility that is approximately 3,000-5,000k ft2. The TRF must have access to hydrostatic pressure and acoustic tank facilities to support test and recertification efforts. Test facilities must be capable of testing all sensors up to 1,000 psi and acoustically in the free-field at all frequencies. This work will notionally begin in FY27.

- Provide a Rough Order of Magnitude cost estimate that includes the recurring and non-recurring costs of managing and operating the facility, and the non-recurring costs of establishing the facility. Provide costs as outlined in attachment.
