No the SPCC plan will not be provided at this time 11) Will the VA provide a technician to operate any pump or controls as needed during maintenance operations? Yes. 12) The solicitation has a contradiction regarding the volume and type of fuel present on site and included in this solicitation. Can the VA please clarify the fuel type and total tank capacities? There are 6- 40,000 gallon fuel tanks on the main campus. No 2 diesel fuel. 13) There are several mentions of underground storage tanks in the solicitation, but the tanks in question are all above ground. Can you please verify that all tanks are above ground? There are 6 - 40,000 gallon above ground Tanks 14) Several maintenances and testing services mentioned in this solicitation are traditionally for underground storage tanks, and not applicable to the above ground tanks on site. This includes the following: a. Corrosion Protection b. Line tightness test c. Tank tightness test d. Class B Operators e. ASTM D 2276 (Standard Test Method for Particulate Contaminant in Aviation Fuel by Line Sampling; Not applicable to this fuel type) Can you please confirm that this solicitation is only to include testing required for above ground tanks? However, this is in the solicitation: Annual tank polishing/Cleaning and quarterly inspection/preventive maintenance. 1) The contractor shall perform Quarterly preventive maintenance on the Under Ground Storage Tanks listed in Attachment B of this document. This maintenance shall be in accordance will all the LDEQ, manufacturers requirements, industry standards and statutory requirements. 4) On site test and analysis will be conducted once a month. The contractor must be, at a minimum, a Class B Operator, per Environmental Protection Agency (EPA) standards. The contractor must demonstrate past experience conducting test and analysis of comparable storage units within the last three (3) years. On site testing and analysis will be done on a quarterly base. We just want to make sure you want a quarterly or a monthly inspection/PM. Or do you want both quarterly and monthly?
