The Department of Health and Senior Services’ Bureau of Community Food and Nutrition System (CFNA) administers the Child and Adult Care Food Program (CACFP) and the Summer Food Service Program (SFSP) using CNPweb, developed by EMS LINQ LLC, to meet the administrative requirements established by federal regulation. In December 2021, EMS LINQ was awarded the SFS contract CT220113001, to transition CFNA’s legacy system, upgrading and customizing the platform and functionality specifically for CFNA. Additionally, contract CT220113001 included maintenance of the system once the build was completed in December 2023. EMS LINQ is the sole developer and implementor of the CNPweb system Child and Adult Food Program (CACFP) and Summer Food Service Program (SFSP) currently used by the Missouri Community Food and Nutrition Assistance program and hosts and maintains the system for CFNA on LINQ’s Azure Government hosted server. CNPweb is a self-contained web-based application that uses no 3rd party software, nor does CNPweb contain dependencies with other licensed applications to operate. EMS LINQ is therefore the only company able to provide application maintenance and programming updates for continued production support. As a result, this represents a proprietary requirement that meets the criteria of a single feasible source under RSMo 34.044 and the State will be pursuing this acquisition as a Single Feasible Source.
