Specifications include, but are not limited to: 8.2.1 Street Outreach A. Essential Services necessary to reach out to unsheltered homeless individuals and families, connect them with emergency shelter, housing, or critical services, and provide them with urgent, non-facility-based care. B. Component services general consist of engagement, case management, emergency and mental health services, and transportation. C. For specific requirements and eligible costs, please see 24 CFR 576.101. 8.2.2 Emergency Shelter A. Essential services necessary to provide emergency shelter services to unsheltered homeless individuals and families, connect them with housing or critical services, and provide them with facility-based care. B. Services Required: case management, childcare, education services, employment assistance and job training, outpatient health services, legal services, life skills training, mental health services, substance abuse treatment services, transportation, and services for special populations. C. Allowable Shelter Operations that include maintenance, rent, repair, security, fuel, equipment, insurance, utilities, food, furnishings, and supplies necessary for the operation of the emergency shelter is available for a homeless family or individual, eligible costs may include a hotel or motel voucher for the family or individual. D. For specific requirements and eligible costs, please see 24 CFR 576.102. 8.2.3 Homeless Prevention A. Housing relocation and stabilization services and short- and/or mediumterm rental assistance as necessary to prevent the individual or family from moving to an emergency shelter, a place not meant for human habitation, or another place described in paragraph (1) of at risk of homelessness definition referenced in 24 CFR 576.2. B. Homeless Prevention may be provided to individuals and families who meet the criteria under the “at risk of homelessness” definition, or who meet criteria in paragraph in (2), (3), or (4) of the “homeless” definition in 576.2 and have an annual income below 30 percent of median family income for the area, as determined by HUD. 24 CFR 576.103 C. Eligible costs include: • Rental assistance and rental arrears • Rental application fees, security and utility deposits, utility payments, last month’s rent, and moving costs • Housing search and placement, housing stability case management, landlord-tenant mediation, tenant legal services, credit repair. D. For specific requirements and eligible costs, please see 24 CFR 576.103- 104. 8.2.4 Rapid Rehousing A. Housing relocation and stabilization services and/or short-term and medium-term rental assistance as necessary to help individuals or families living in shelters or in places not meant for human habitation move as quickly as possible into permanent housing and achieve stability in that housing. B. Eligible costs include: • Rental Assistance and rental arrears • Financial Assistance: rental application fees, security and utility deposits, utility payments, last month’s rent, moving costs. • Services: housing search and placement, housing stability case management, landlord-tenant mediation, tenant legal services, credit repair. C. For specific requirements and eligible costs, please see 24 CFR 576.103- 104. 8.2.5 Homeless Management Information System A. Homeless Management Information System (HMIS) is a local information technology system used to collect client-level data and data on the provision of housing and services to individuals and families at risk of and experiencing homelessness. B. Eligible costs include: • Contributing data to the HMIS designated by the CoC for the area; • HMIS Lead (as designated by the CoC) costs for managing the HMIS system. • Victim services or legal services provider costs to establish and operate a comparable database.
