Specifications include, but are not limited to: 8.2.1 Emergency Shelter Emergency Shelters must be operable 24 hours a day, 7 days a week. All awarded agencies must have the staff capacity to provide intensive case management, housing navigation and placement, and complete all required administrative responsibilities associated with the project within the period of January 1, 2024 – December 31, 2024. A. Renovation, including major rehabilitation or conversion, of a building to serve as an emergency shelter, per HUD (24 CFR 576.102(1) requirements. B. Must be owned by a government entity or private not-for-profit organization. C. Essential services that can be provided include case management, childcare, education services, employment assistance, job training, outpatient health services, legal services, life skills training, mental health services, substance abuse treatment services, transportation, services for special populations. D. Shelter operations can include maintenance, rent, repair, security, fuel, equipment, insurance, utilities, food, furnishings, and supplies necessary for the operation of the emergency shelter. Where no appropriate emergency shelter is available for a homeless family or individual, eligibles costs may also include a hotel or motel voucher for that family or individuals. 8.2.2 Street Outreach A. Essential Services necessary to reach out to unsheltered homeless individuals and families, connect them with emergency shelter, housing, or critical services, and provide them with urgent, non-facility-based care. B. Component Services generally consist of engagement, case management, data analysts, emergency health and mental services, and transportation. 8.2.3 Coordinated Entry A. Proposers are required to develop a Coordinated Entry system in accordance with requirements established by the Department of Housing and Urban Development. A Coordinated Entry system should provide easy access for households seeking housing or services. Proposers will serve as an access point for St. Louis County residents and coordinated services with regional front door. B. Responsibilities must include: i Complete applicable assessments for those experiencing a housing crisis. ii Refer clients to shelters, homeless prevention services, or rapid rehousing programs, as applicable. iii Provide housing navigation services for participating emergency shelters and street outreach providers.
