Specifications include, but are not limited to:Saint Charles County Department of Corrections (SCCDOC) is seeking proposals for Inmate Commissary Services from qualified vendors to provide services for St. Charles County Department of Corrections Inmate population. Inmates have the ability to place a commissary order by Sunday night. Orders can be placed through the kiosk, phones, and tablets available in the housing unit. Funds required for the purchase are deducted from the inmate’s account and the order is placed. Commissary is delivered on Wednesday and labelled for distribution. A representative from the Inmate Commissary Services arrives on-site to assist with delivery on Thursday. The representative and the SCCDOC Commissary Officer hand deliver commissary packs to the inmates who have placed orders. The inmate must review the contents of their order and sign for it prior to returning to their cell. This includes claims of missing and/or damaged items received. The Vendor’s proposal will schedule specific days of the week that commissary will be delivered to the facility. A minimum of one commissary delivery a week is required. All deliveries will be conducted in a safe and secure manner compliant with the policies of SCCDOC. The Vendor will maintain a sufficient number of trained staff to ensure that no service interruptions occur resulting in a breach of contract. Vendor employees entering the secure perimeter of the facility will be required to submit to and clear a criminal background / Prison Rape Elimination Act Check by SCCDOC prior to authorizing vendor entry to the secure perimeter of the facility. Vendor employees are required to submit detailed, written reports to The SCCDOC regarding inappropriate behavior from the inmate population and correctional staff, or in the event that a relative is incarcerated at the facility. Vendor employees will not provide an inmate with any item other than approved commissary items for which the inmate has already ordered and paid for. At no time will an employee pass items from one inmate to another, nor will they take an item outside the facility for anybody confined within it.
