The U.S. Food and Drug Administration, Office of Acquisitions and Grants Services, Facilities Support Branch intends to award a firm fixed price purchase order to Bruker BioSpin Corporation, Billerica, MA 01821 for a 12-month refill service agreement with four 12 month option periods in support of one (1) Avance 600 MHz nuclear magnetic resonance (NMR) spectrometer for the Center for Drug Evaluation and Research (CDER), Office of Testing and Research (OTR), St. Louis laboratory located at645 S Newstead Ave., St. Louis, MO 63110.
Bruker BioSpin Corporation (Bruker BioSpin) as the original equipment manufacturer (OEM) is the only source available to provide OEM compliant service, software, parts, repair and service of all Bruker BioSpin instruments to include the Avance NMR spectrometer. Bruker BioSpin does not outsource (3rd party service providers or contractors) to perform service or repair activities on Bruker BioSpin equipment. Only Bruker BioSpin engineers are OEM trained and certified to perform helium fill service and troubleshooting/repairs on Bruker BioSpin equipment should a magnet quench occur during fill.
This procurement is being conducted in accordance with FAR subpart 13.106-1(b)(1)(i) which allows the Contracting Officer to solicit from one source. The North American Classification System Code is 325120, Industrial Gas Manufacturing and Product Service Code, 6830 – Industrial Gas Manufacturing.
This notice is being distributed solely via the General Services Administration’s System for Awards Management website (www.SAM.gov). As Bruker BioSpin Corporation is the only source that can meet the Government’s need at this time, this notice is not a request for competitive quotes. However, if any interested parties, especially a small business believes it can meet the Government’s needs, it may identify its interests and state its capability in relation to this procurement to the Contract Specialist, Erika Crawford, at Erika.Crawford@fda.hhs.gov no later than 10:00 AM EST on Friday, December 27, 2024. Responses sent utilizing other means will not be considered.
Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete the proposed action based upon responses to this notice is at the discretion of the Government.
All responses must include the following business information:
a. Unique Entity Identification (UEI) Number
b. Company Name, address, primary point of contact and their email and phone number
c. Type of company (i.e., small business, 8a, woman owned, HubZone, veteran owned, etc.) as validated in SAM.gov. All interested parties must be registered in SAM.gov to receive consideration of government contracts.

e. What experience does your firm have performing helium supply/refill services for Bruker NMR or similar equipment?
f. What experience does your firm have troubleshooting/recovering a magnet quench, during helium fill service?
