Specifications include, but are not limited to: The contractor shall provide Select Agent gap analysis and program updates services for the Department of Health and Senior Services, Missouri State Public Health Laboratory (MSPHL) (hereinafter referred to as the state agency) in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency. The contractor shall either provide the services directly or shall provide a person/personnel who must comply with the requirements stated herein. Therefore, references to “the contractor” throughout this document shall also be deemed to include the person/personnel provided by the contractor. Contractor’s Obligation: Unless otherwise specified herein, the contractor shall furnish all material, labor, facilities, equipment, and supplies necessary to perform the services required herein. The contractor must include a gap analysis of MSPHL select agent resources based on information collected Below: a. The contractor must include a comparison of select agent plans and resources applicable to national standards and other PHLs over a variety of situations where a select agent plan is required. b. The contractor must include a review of all MSPHL select agent manuals and documents. c. The contractor must include interviews with at least one staff member from units that participate within the MSPHL Select Agent program (EB, Micro, Virology, Molecular, LPES, and Admin.). The interviews will provide feedback on select agent plans and resources. Staff interviews may be conducted remotely/virtually.
