The Bay County Environmental Affairs and Community Development Department (EA&CD) and its partners: Saginaw Chippewa Tribe, Hampton Township, Consumers Energy, Tuscola County, Tuscola Economic Development Corporation (EDC) and the Saginaw Bay Cooperative Invasive Species Management Area (CISMA) Coordinator, and the Department of Natural Resources (DNR) aims to take a comprehensive approach in treating Phragmites, and control its growth in sensitive nearshore areas. Bids are being sought for land based application of chemical treatment of Phragmites infested shoreline acreage in Arenac, Bay and Tuscola Counties. The proposed treatment will be a second (2nd) year application of chemical treatment in an approximately 600 total acre area divided into three geographic areas: Arenac County- Saginaw Chippewa Tribal Lands; Bay County Hampton Township Lands and Tuscola County Vanderbilt Park lands. Treatment must be done prior to any hard killing frost, preferably between August 15th and September 15th. The work is to be quoted as a fixed price for treatment per location, based on the density and prevalence of Phragmites at the site at the time of bidding (July of 2017). Significant die off of Phragmites following the first year treatment is expected to result in sparse and/or reduced densities of the Phragmites plants. Proposers should not anticipate that the entire acreage will need to receive treatment or propose chemical coverage of the entire previously treatment site. Digital maps will be provided to the contractor to assure accurate treatment and site location boundaries.
