Sealed proposals for the construction of the 2020 Safety Path Program will be received at the Bloomfield Township Dave Payne Public Services Building (part of the 4200 Telegraph complex) via the dropbox until 2:00 p.m. Local Time on Tuesday, September 8, 2020 at which time and place all bids will be remotely opened and read. The Owner reserves the right to make the decision of a public or remote bid opening. Bid opening will commence at 2:10 p.m. Local Time on Tuesday, September 8, 2020 and will be read at the Township. Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
Construct approximately 12,000 sft of 4” and 6” thick concrete safety path and ADA ramps/landings, 2,500 sft of concrete or HMA drive approaches, 1,000 ft of concrete curb & gutter, 1,900 ft of 12” to 21” storm sewer, 36 catch basins, inlets and end sections, tree, shrub and ground cover plantings and miscellaneous landscaping, and other items for a complete project on Club Drive, south of Square Lake Road in Bloomfield Township.
Copies of Plans and Specifications and Proposal Forms may be secured on or after 3:00 p.m. Local Time on Tuesday, August 25, 2020 at the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48302‑0360.

A non-refundable payment of One Hundred ($100.00) Dollars is required to purchase the Procurement Documents. CHECK or CREDIT CARD is acceptable. CREDIT CARD information can be provided over the telephone or via email, or CHECKS, payable to “Hubbell, Roth & Clark, Inc.” can be mailed to the office. Procurement Documents will be sent electronically and shipped by UPS ground upon confirmation of payment.
Proposals submitted by Contractors who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Township of Bloomfield in the amount of Five Percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary contract with the Township. No bid may be withdrawn after scheduled closing time for receiving bids for at least sixty (60) days.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
The Township reserves the right to reject all bids and to waive irregularities in bidding.
No Proposal will be received unless made on blanks furnished and delivered to the Bloomfield Township Dave Payne Public Services Building dropbox on or before 2:00 p.m. Local Time on Tuesday, September 8, 2020.
All Bidders must meet the requirements set forth in the Township’s prequalification statement. The contractor (or subcontractor) performing the signal work must be prequalified by the Michigan Department of Transportation for Electrical Construction (L). The Township will require at least three (3) satisfactory municipal references for similar work in the last two (2) years in Michigan for all contracts with a value greater than $50,000.00.
