Sealed proposals for the construction of the Woodward Ave Sanitary Sewer Replacement will be received at the Dave Payne Public Services Building (part of the 4200 Telegraph complex – see location map in Appendix A) until 10:00 a.m., Local Time on Monday, March 11, 2019 , at which time and place all bids will be publicly opened and read.
Bidders shall review and comply with the Instructions to Bidders and Bidder’s Prequalification Requirement, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
Install new 10” diameter sanitary sewer by either boring & jacking 20” diameter steel casing and inserting the new sewer pipe, or by pilot tube guided auger boring method to install new sewer pipe. Length of bore is approximately 280 lineal feet. Length of new 10” diameter sanitary sewer beyond the boring limits is approximately 94 feet (total length of new sewer approximately 374 feet). The work also includes installing 5 sanitary manholes. Contract shall include all items of work associated with the sewer installation including temporary traffic control, exploratory excavation for utility locating, water main relocation, pavement removal and replacement, HMA overlay, soil erosion control, restoration, and all other miscellaneous items of work for a complete job.
Copies of Plans and Specifications that include the Proposal Form shall be available on or after Monday, February 18, 2019 at the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48302‑0360. A non-mandatory pre-bid meeting will be held at the Dave Payne Public Services Building at 10:00 a.m., Local Time on Monday, March 4, 2019.
A non-refundable payment of Seventy-Five ($75.00) Dollars, CHECK ONLY, payable to “Hubbell, Roth & Clark, Inc.” will be required for each set of Drawings and Specifications. An electronic copy of the Drawings and Specifications will be included with each set purchased. Drawings and Specifications can be shipped by U.P.S. ground for a shipping and handling charge of Twenty ($20.00) Dollars, CHECK ONLY, non-refundable, to Hubbell, Roth & Clark, Inc. The Bidder is advised that to submit a bid on this project, the Bidder must have purchased a set of Plans and Specifications from Hubbell, Roth & Clark, Inc.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Township of Bloomfield in the amount of Five Percent (5%) of the accompanying bid. The Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary Contract with Bloomfield Township. No bid may be withdrawn after scheduled closing time for receiving bids for at least ninety (90) days.
Time is of the essence for start and completion of the project as soon as weather permits. The contractor is authorized to work 7 days per week and at night once construction begins to expedite completion of the project. The contractor must work continuously (24 hours per day, 7 days per week) during jacking and boring operations. If awarded the Contract for the Woodward Ave Sanitary Sewer Replacement Project, the Contractor agrees to start work by April 15, 2019, to have all work substantially completed by May 10, 2019 and final completed by May 24, 2019. Project Start is defined as the Contractor being onsite with construction activities underway. Substantial Completion is defined that the sanitary sewer construction has been completed, final air test passed and witnessed by the Engineer and County, and the new sewer connected to the existing sewer and fully operational. Final Completion is defined that all clean-up, road paving, lawn/landscaping restoration, and punch list items must be completed.
