All bidding documents are the property of the Architect. Access to the site for site for evaluation will be during normal hours of operation at the Township Civic Center property. Request for presence of DPW or AEW personnel will require an appointment. A portion of this project will be funded with Community Development Block Grant funds and be subject to all local, state and federal requirements for a project receiving these funds.
The project consists of the addition of a new family restroom/changing area, a new storage room and sidewalk improvements around the structure. The existing Comfort Station structure shall remain and currently serves as a restroom facility at Neil Reid Park. The park is located on the west side of Harper Road, approximately 450 feet south of Wellington Crescent in Clinton Township.
Work shall commence in Spring (June) of 2022 and shall be substantially complete by September 15, 2022.
Each sealed Proposal shall be marked “Bid for Charter Township of Clinton 2022 Neil Reid Park Comfort Station Addition” and shall have attached a Bid Bond as described in the Bidding Documents in an amount equal to 5% of the bid amount. An Insurance Acord meeting the requirements herein shall be submitted by all bidders. The accepted bidder shall be required to furnish a satisfactory performance bond, and labor and material bond in the amount of 100% of the contract price, and maintenance and guarantee bond of 100% for two years of the final contract price. The cost of the bonds will be paid by the accepted bidder.
STATE AND FEDERAL REQUIREMENTS
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin, in accordance with Executive Order 11246 Equal Employment Opportunity and Notice of Requirement for Affirmative Action to ensure Equal Employment Opportunity, and that the contractor will comply with Section 3 of the Housing and Urban Development Act of 1968, as amended.
The Contractor and sub-contractors must comply with Davis Bacon Act July 2nd, 1964 (Title 40§ 276A). The Equal Employment Opportunity Act September 28, 1965 No. 11246, all United States Department of Labor Regulations and standards Title 29, 1,3 and 5, and Title 18, U.S. C., Section 874 known as “Anti-Kickback Act” and the Federal Occupational Safety and Health Act of 1970.
Each bidder agrees to waive any claim it has or may have against the Owner and their respective Employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
The Charter Township of Clinton reserves the right to accept or reject any or all bids, to award the agreement to other than the low proposal, to negotiate the terms and conditions of all and any part of the bids, to waive irregularities and/or formalities, and in general to make award in the manner as determined to be in the Township’s best interest and its sole discretion.
