The City of Ann Arbor is seeking professional services to perform surface condition rating services for the City of Ann Arbor street system, to develop statistical reports based on those ratings, and perform statistical modeling to advise the City on setting goals for future pavement condition.
The selected consultant will complete an evaluation of street network surface condition which will be used to inform capital improvements planning, asset management, and to report on progress toward pavement condition goals. The City utilizes Roadsoft software for its pavement asset management program. The consultant must perform the pavement condition rating utilizing Pavement Surface Evaluation and Rating (PASER) system for paved streets and the Inventory Based Rating System (IBR) for gravel streets. The City is seeking condition rating services in 2025 with the City reserving an option to extend the contract term for up to three additional ratings to be performed in 2027, 2029, and 2031.
Additionally, the selected consultant will support and advise city staff through the process of establishing pavement condition goals for the future, considering progress to date on existing goals, forecasted funding availability, and community expectations for pavement condition. The consultant must complete iterative scenario modeling to help the City determine realistic goals that improve condition on the Major and Local street network over a ten-year outlook. Existing goals are established through 2026. The City is seeking goal setting and scenario modeling support beginning Spring/Summer 2025 to establish updated goals by end of 2025; further analysis and modeling support may be needed throughout the duration of the contract.
