Bids shall be submitted sealed to the city clerk and shall be identified as bids on the envelope submitted.
Bids shall be opened in public at 1pm at the clerks office.
A tabulation of all bids received shall be available for public inspection.
After opening and tabulating all bids received, a recommendation shall be prepared and submitted to the city council for approval.
