CITY OF AUBURN HILLS OAKLAND COUNTY, MICHIGAN REQUEST FOR QUALIFICATIONS ITEM: Auburn Hills Village Center Economic Enhancement Strategy

Provide ten (10) copies of the proposal.
The City reserves the right to reject any and all proposals. The top qualified firm(s) will be invited to interview. Persons attending the interview must be the personnel who will be assigned to the project. Background materials and information about the Village Center is available upon request.
Qualification Requirements. The City of Auburn Hills is looking for a firm or team which has demonstrated experience or expertise in: • Market analysis and consumer trends • Economics related to real estate development • Downtown revitalization strategies • Development of feasible and achievable implementation strategies and actions
Scope of Work. The successful firm or team shall have the capability to provide the following services to the City of Auburn Hills: • Defining a shared vision of Village Center’s future by engaging the community; • Completing a market analysis specifying the Village Center’s specific market potential; • Identifying specific economic niches that can be created and sustained in the Village Center; • Crafting a realistic, detailed, step-by-step course of action which creates the recommended niches and achieves the vision through focused economic development actions; • Identifying an appropriate management entity to oversee implementation of the course of action in a timely, quality manner; and • Designing an implementation schedule that outlines future actions, identifies who should be responsible for those actions, and examines possible sources of funds to finance actions.
Selection Criteria. Submittals of qualifications will be evaluated to determine the firm or team most qualified to complete the project based on qualifications and experience, including: • Demonstrated understanding of the scope of work project
• Staffing with strong team experience, including a history of successful working relationships with municipalities
• Experience in dealing with complex downtown issues • Ability to gather and evaluate data and effectively communicate results to lay persons • Unique value the firm or team can provide • References
No Reimbursement for Proposal Costs.
The City does not intend to pay for any information solicited or obtained. Further, the City will not be liable for any cost incurred in proposal preparation, presentation, or contract negotiations.
