Summary of Specifications:
INTRODUCTION
The City of Berkley is seeking a qualified vendor to install interior and exterior LED lighting at the Berkley Public Library located at 3155 Coolidge in Berkley, Michigan.
BID SUBMISSION
Bids on the attached “Bid Proposal Form” as well as the authorized representative form, vendor references form, non-collusive affidavit, conflict of interest disclosure form, hold harmless and indemnity form, and Iran business relationship affidavit are to be submitted electronically via the Michigan Inter-governmental Trade Network (MITN).
Time and Date: The deadline for the final receipt of bids is 3:00 p.m., local time, on Friday, August 19, 2016. Bids will be opened at that time at 3338 Coolidge Highway, Berkley, MI 48072. Late bids will not be opened or considered. Bids without non-collusive certificate or hold harmless will not be read or accepted.
A mandatory, pre-bid meeting is scheduled for Thursday, August 4 at 10:30 a.m. The meeting will take place at the Berkley Public Library, 3155 Coolidge Hwy., Berkley, Michigan 48072.
SCOPE OF WORK
Products like those manufactured/provided by Lumerica are recommended and used as a baseline for this project. Alternates will be considered if they meet or exceed the specifications of the Lumerica products. Made in Michigan products will be preferred where possible (for the Michigan-Made Incentive Bonus from DTE).
Specifications: 1. 2x4 3 lamp T8 Lay in Fixtures Rewire fixtures and replace lamps in 136 Qty. 3 lamp 2x4 lay in fixture with 4ft LED lamps. 70 fixtures in main library are to be wired for 3 lamps, but replaced with 2 lamps. The remaining fixtures shall all receive 3 lamps.
2. 2x2 U-lamp Fixtures Rewire fixtures and replace lamps in 1 Qty. 2 U lamp 2x2 lay in fixture with 2ft LED lamps. Fixtures shall be retrofitted for 3 LED lamps.
3. 8ft 4 Lamp Strip Fixtures Rewire fixtures and replace lamps in 8 Qty 8ft 4 lamp tandem strip fixtures with 4 qty. 4 ft. LED tubes per fixture.
4. Track Lighting Replace 76 Qty Par 38 lamps.
5. 10” Recessed Can Fixtures Remove and replace 103 Qty. 10” Fluorescent Can fixtures with new 10” Recessed Can Fixtures and LED lamps.
6. 2ft T8 Strip Fixtures Rewire fixtures and replace lamps in 3 Qty 2ft 2 Lamp T8 Strip fixtures. Each fixture shall be retrofitted for 2 LED lamps.
7. Circular “Donut” Fixtures Rewire fixtures and replace Metal Halide lamps in 12 fixtures in Children’s library with 12 Qty Multi-voltage lamps.
8. Recessed Soffit Fixtures Rewire and replace Metal Halide Lamps in 29 recessed soffit fixtures with 29 Multi-voltage LED lamps.
9. 4ft T8 Strip Fixtures Rewire fixtures and replace lamps in 12 Qty 4ft 2 Lamp T8 Strip fixtures. Each fixture shall be retrofitted for 2 LED lamps.
10. 2ft T8 Strip Fixtures Rewire fixtures and replace lamps in 5 Qty 2ft- 2 Lamp T8 Strip fixtures. Each fixture shall be retrofitted for 2 LED lamps.
11. Flagpole Spot Light Replace existing Metal Halide Flagpole spotlight with LED Flagpole spotlight. 12. Parking Lot Fixtures Replace 5 Qty 400W Metal Halide Shoebox Parking lot fixtures with 5 Qty LED light fixtures.

Specifications for LED Recessed Can Fixtures/Par Lamp Replacements • Recessed Can style fixtures 10 inch diameter standard housings with E26 lamp sockets. • BR 40 Style LED lamps for recessed cans shall be 12 to 15W BR30 Style LED lamps, 700 to 900 Lumens, 120V, 4000K color temperature, 120V input, dimmable, E26 Base. • Par 38 lamps for track lighting shall be 12 to 16W Par 38 style LED lamps, 900 to 1100 lumens, 120V, 3000K color Temperature (+- 500K). • Input Voltage = 120VAC • Fixtures and LED lamps to meet applicable safety standards. • 5 years labor and parts warranty against manufacturer’s defect.
Specifications for remaining LED Lamps for Retrofitting • For “Donut” style fixtures in Youth Room and fixtures underneath exterior soffits, retrofit lamps must match existing light output and have an input voltage of 110-277VAC. • Fixtures and LED lamps to meet applicable safety standards • 5 years labor and parts warranty against manufacturer’s defect.
Specifications for Exterior Parking Lot and Flag Pole lighting. • LED fixtures shall replace existing fixtures with similar appearance, mounting hardware and provide equivalent light output and distribution as fixtures currently in place. • LED Fixtures to be designed for maximum thermal dissipation of heat away from the LEDs; limiting the temperature rise of the LED at the mounting position to under 75°C during continuous operating conditions to insure projected life and luminous output. • LEDs shall be mounted directly to heat sink material, and be modular such that LEDs can be replaced individually at end of service life. LEDs shall be connected to power supply by “quick connect” connections. • Power Supplies in LED Fixtures shall be replaceable. • 5,000K Color Temperature, (+- 250K) • Die-cast aluminum housing, conduit and/or photocell, bronze powder coat finish. Housings shall be rated for wet locations, and similar in style and dimensions to current fixtures.
