The City of East Lansing Downtown Management Board seeks a qualified vendor to print and install light post banners and accompanying brackets throughout downtown East Lansing. This project is intended to promote downtown East Lansing and create a more colorful, cohesive streetscape. This project aligns with the following goals from East Lansing’s Economic Development Strategic Plan:
Goal 2.3: Prioritize a people-focused, high-quality built environment conducive for socializing, participating in the local economy, and enhances the pedestrian experience.
Goal 5.2: Continue developing highly visible and innovative branding and marketing campaigns that highlight the downtown business district, including the business community, promotional events, and other downtown-related activities.
The selected vendor will be responsible for printing the four (4) double-sided light post banner designs included in Appendix I in the following sizes:
Small: 18” X 36”
Large: 31” X 94”
The selected vendor will then install the banners in the locations chosen by the East Lansing Downtown Management Board. Additionally, the selected vendor will install light post banner brackets where necessary. The small banners (18” X 36”) will be installed on historic lampposts throughout downtown East Lansing, while the large banners (31” X 94”) will be installed on tall streetlights along Grand River Avenue. The small banners can be installed using a ladder or whatever method deemed best by the selected vendor. Installing the large banners will require the use of a bucket truck or other lift device that can reach approximately 30 feet. During installation of the large banners, the vendor must abide by all traffic control requirements. The East Lansing Department of Public Works will be able to provide a follow truck and arrow board behind the bucket truck.
Interested vendors are encouraged to provide the cost-per-banner and the cost-per-bracket for each size, as well as the installation cost for each item. This will allow the Downtown Management Board to determine the quantities and banner locations given the project budget.
