Summary of Specifications:
The City of Ferndale is seeking applications and information from both individuals and firms who provide economic development services under contract to serve as the City’s first Economic Development Director. The position was created to intensify the City’s focus on redevelopment following a 2008 Master Plan update and achieving Redevelopment Ready Communities (RRC) certification in 2009. The Economic Development Director will work under the direction of the City Manager. The City has budgeted for the position until the end of the current fiscal year (6/30/2010). The future of the position is uncertain beyond then. Given this uncertainty, the City seeks to contract an individual or firm to focus on the creation, rather than implementation, of an Economic Development Strategic Plan, Business Retention & Expansion (BRE) Program, and Marketing Plan based on the community’s assets and needs. This position may be filled by an individual or a team on a full-time or part-time basis. It requires a Bachelor’s degree in business administration, public administration, urban planning or a closely related field from an accredited college or university and significant responsible economic development experience. The City reserves the right to select any combination of education and experience it believes will yield the best results for the City. The Economic Development Director will be a technical consultant employed under contract. Contractors must maintain commercial general liability, comprehensive automobile liability, and workers’ compensation insurance. Individuals and firms without such insurance are encouraged to submit applications or information and will be given an opportunity to obtain insurance if selected. The City will negotiate a mutually agreeable contract with the successful individual or firm. Individuals and firms are encouraged to submit applications or information immediately.
