REQUEST FOR PROPOSALS (RFP):
1. Notice is hereby given that Garden City will receive SEALED RFPs at the Office of the Clerk/Treasurer, located at 6000 Middlebelt Road, Garden City, Michigan 48135, on or before Monday, March 25, 2019 at 1:00 p.m. (EST) for Construction Inspection services.
NO RFPS WILL BE ACCEPTED AFTER THE ABOVE DESIGNATED TIME
2. Bids shall be submitted in a sealed envelope marked - SEALED RFP: "CONSTRUCTION INSPECTION SERVICES".
3. RFPs will be publicly opened and read on Monday, March 25, 2019, starting at 1:00 p.m. (EST)
4. RFPs must include
a. The RFP Price Sheet, including the hourly fee structure
b. Information detailing the company's organizational structure
c. A list of project sites the company inspected in the last 10 years
d. A list of clients the company worked for in the last 10 years
e. Any other useful information

CONSTRUCTION INSPECTION SERVICES
Minimum Specifications
The City of Garden City is requesting proposals from companies interesting in performing civil engineering inspection services as assigned by the City for a period of three (3) years. The scope of work for these projects may involve all project phases and development, and may include but not be limited to the following:
- Oversee and monitor construction for projects from conception to completion or on an as needed basis. Attend pre-construction and safety meetings. Attend scheduled meetings with the City, the contractor, and construction engineers as instructed.
- Oversee all on-site construction and monitor compliance with City, County, MDEQ, and MDOT standards and specifications.
- Oversee and inspect all construction detailed within the construction documents. Oversee and inspect soil erosion control measures and restoration.
- Review, report, document and record in inspector's daily reports (IDR). All reports (digital and hard copy) will be handed over to the City for initial review on a weekly basis or any other advised schedule.
- Document completed work, tools, materials and equipment for all unit cost purposes. Prepare internal and external reports pertaining to job status and progress and any other relevant disclosures.
- Follow guidelines and specifications set forth by the Engineer of Record and City to monitor contractor compliance.
- Analyze and manage tasks required to facilitate a successful project completion.
- Act as a liaison and coordinate with Engineer of Record and City departments.
- Make recommendations to Engineer of Record on field changes and value engineering for streamlining of schedule and/or monetary savings.
- Work directly with the assigned Engineer or designated representative of the City and work as a liaison between the City and developer. Also, will coordinate with materials testing firms and environmental consultants.
- May assist in pre-construction activities to final closeout, providing on-site representation with qualified inspectors.

Below Grade:
Sanitary Sewer Systems; Storm Sewer Systems; Potable Water Systems; Communication Systems; Natural Gas Systems; Electric Systems; In-Ground Detention, etc.
At & Above Grade:
Soils Restoration; Concrete & Asphalt Pavement (New and Replacement); Traffic; Special Hard Surface Applications; Foundations; Slabs; Plumbing; HVAC; Electric (High and Low Voltage); Building, Structural and C of O's
Garden City reserves full freedom (in addition to the right to reject any and all RFPs) in awarding bids to consider all available factors including, but not limited to, price, the provision of needed and unneeded features, usefulness to the using department and prior City experience. Hence, the City may award bids to other than the lowest bidder if in the judgment of the Garden City Council the interest of the City will be best served by award to another. Any required information not submitted with RFPs shall deem bid not responsive.
It MUST be understood that this bid is a Request For Proposals (RFP) for Construction Inspection Services, ON AN AS NEEDED BASIS. There is no guarantee on a minimum amount of work. In addition, more than one company may be chosen to work with the City of Garden City for Construction Inspection Services.
