opening for this RFP.
Late Proposals: Any proposal received by the City after the exact time and date specified will not be considered. Proposers are responsible to assure delivery prior to the deadline. Do not assume that a guarantee by a mailing service will ensure that the proposal is received by the deadline.
Required Submittal: Two (2) bound copies of the proposal are to be submitted for evaluation by the City in accordance with the instructions in the section “Proposal Requirements.” No faxed or electronic submittals will be accepted. Qualification requirements and fee proposals shall be sealed in separate envelopes. The qualification proposal shall be labeled on the outside “City of Garden City Building Inspection Services and Building Department Administration.” Each envelope shall be marked on the outside with the name and address of the RFP Respondent. RFPs are to be submitted as a sealed package to:

Withdrawal of Proposals: Proposals may be withdrawn by written notice received at any time prior to the proposal closing date and time. Proposals may also be withdrawn in person by an officer or by a representative of the firm.

Inquiries: Questions/clarifications regarding this RFP must be in writing and sent via the U.S. Mail, Fax, or e-mail to the City Clerk up to three (3) days before the proposal is due. After this date questions involving the content or intent of the proposal will not be answered. All questions will be responded to in writing, provided to all parties requesting an RFP for which the City has contact information, and treated as an addendum to the proposal packet.
DESCRIPTION OF SERVICES REQUESTED: The City of Garden City is issuing a Request for Proposal (RFP) for building inspection services, including, but not limited to: plan review, residential and commercial inspections, maintenance of inspection records and reports, and meeting attendance when requested. The services under the proposed contract will begin on or about October 15, 2021 and extend for a four year, and two and half month period until December 31, 2025.
SCOPE OF SERVICES
The City of Garden City has issued this Request for Proposals for Building Inspection Services and Building Department Administration. The proposal shall address all Building Inspector, Building Official and Office Administrator duties, including but not limited to the following:
- Review building plans and conduct all necessary and required building, electrical, plumbing, and HVAC inspections on residential, commercial and industrial construction within the City of Garden City. These include footings, foundations, basement floors, site erosion control and final occupancies
- Provide oversight and inspection services for all residential for-sale inspections
- Provide oversight and inspection services for all rental C of O inspections
- Assist the public with code interpretation
- Provide excellent customer service at counter
- Maintain all required certifications in the disciplines of residential and commercial construction, plumbing, electrical, energy conservation and heating, ventilating, and air conditioning
- Conduct all necessary inspections on permitted activities such as, but not limited to, decks, swimming pools, fences, signage, accessory buildings, and residential, commercial and industrial buildings and alterations and additions
- Provide Inspection Reports to the City Clerk for all inspections as required or requested
- Assist City staff with inquiries
- Assist with the investigation of complaints related to the State building code and City Ordinances, including but not limited to inspections for occupancy permits, structural property maintenance violations, etc.
- Attend occasional meetings as requested
- Records review and FOIA research
- The complete and thorough understanding of BS&A and proof of use with training certificates and experience in other communities
- The complete and thorough understanding of Microsoft Word and Outlook
- On-site Administrator – 40 hours per week and the rate of Administrator
- On-Site Building Official
- Provide building regulations to the City Administration, Elected Officials, general public and contractors
- Maintain all departmental files in accordance with the State of Michigan Retention Schedule
- Provide reports monthly to City and SEMCOG or other agencies as needed
- Work with Code Enforcement as needed
- Staff the Construction Board of Appeals
- Coordinate with and work with the City Planner
- Provide clerical services including answering of phones, correspondence, troubleshooting with potential applicants, and entry of data into BS&A
- Other Building Department Services as required to serve City’s interests
