RFP - Environmental Services Consulting
The City of Jackson (City), acting as the consultant for the Jackson County Land Bank Authority (JCLBA), is seeking an environmental consultant with demonstrated relevant experience to provide project management assistance and environmental consulting services in support of the demolition of the Commercial Exchange facility at 140 W North St, Jackson, MI. The Commercial Exchange facility was partially destroyed due to a fire on August 22, 2023. The JCLBA has been approved for up to $3,000,000 in State Land Bank Authority (SLBA) Blight Elimination Program (Round 4) funding.
The subject property consists of three legal parcels encompassing approximately 8.5 acres. The site was developed with two connected industrial buildings at the southwest portion of the property.

For purposes of this RFP, the three parcel numbers will collectively be referred to as 140 W North St, Jackson, MI or the Property.
This RFP is open to all environmental professionals who are capable and qualified to meet the objectives and requirements described in this document. Respondent must have an active System of Award Management (SAM) registration, be in good standing with the State of Michigan, and have all necessary licenses and certifications as required by federal, state, and local laws.
•All sealed proposals must be delivered to the City of Jackson, 8th Floor Purchasing Department, Kari Kerstetter, Purchasing Coordinator, 161 W Michigan Ave, Jackson, MI 49201 on or before 10:00 a.m. on Wednesday, July 24, 2024.
•You may hand deliver, mail, or overnight your proposal your expense, but timely receipt is your responsibility; late proposals will not be reviewed. Respondents mailing proposals should allow for normal mail delivery time to ensure timely receipt of their proposal. Proposals received prior to the time of opening will be kept secure and unopened.
•Please include three (3) printed copies in an envelope clearly marked “SLBA BEP R4 Environmental Services” on the exterior with one (1) electronic copy (.pdf format) on a flash drive.
