The scope of services to be performed by the Consultant shall be divided into the following tasks:
Task 1- Cost analysis of new Water Plant vs. modernizing current Plant
The city of Jackson Water Plant is 50 years old, and was not built to treat water to today’s standards. Consider all options available to bring the Water Plant up to the standards of today and take Jackson into the future. Taking into consideration energy and maintenance costs, while bringing the city of Jackson Water Plant up to the 10 state standards.
Task 2- Consider alternatives to Lime, and Soda Ash softening.
The city of Jackson currently operates a Water plant utilizing two stage Walker Process Clarifiers. This necessitates the use of lime and soda ash for the softening process. This process creates, and requires the removal in excess of 20,000 cubic yards of sludge waste yearly. The city of Jackson would like to explore alternatives to this process and associated cost.
Task 3- Meet existing and emerging regulations well into the future.
The consultant shall explore emerging regulations and currently unregulated contaminants, and how the city of Jackson will remove these contaminants, if present in the future.
