CITY OF LIVONIA WATER MAIN REPLACEMENT PROGRAM
MERRIMAN ROAD WATER MAIN IPROVEMENT PROJECT
Sealed proposals for the Merriman Road Water Main Improvement Project will be received
by the City of Livonia via the MITN website (www.mitn.info) until 2:00 P.M., Local Time, on
Tuesday, May 21, 2024. At which time the bids will be recorded by the Purchasing Manager
and the City Clerk. Bid opening results will be conducted via Zoom and posted to the MITN
website. Physical bid submission will not be accepted. Late Bids will not be considered.
A mandatory pre-bid meeting is scheduled for Tuesday, May 7th, 2024 at 10:00 a.m. to be
held at the City of Livonia DPW, #12973 Farmington Road, Livonia, Michigan 48150.
Bidders, or their representatives, must attend the pre-bid meeting to be eligible to bid on
the project.

Instructions to bidders and specifications may be obtained by registering with the Michigan
Inter-Governmental Trade Network (MITN) at www.MITN.info.
Proposals must be submitted on forms furnished by the Director of Finance of the City of
Livonia. Instructions to Bidders and Specifications for items required may be obtained at the
Office of the Director of Finance, 33000 Civic Center Drive, Livonia, Michigan.
Each proposal shall be accompanied by a bid bond in the amount of five percent (5%) of the
proposal, as security for the acceptance of the contract. Bid Bonds must be on the Michigan
standard form issued by an approved Surety Company.
All addendums will be posted on MITN Website. Any information not obtained from the MITN
website should not be relied upon. All bids must be submitted electronically in Adobe Acrobat
Format. Questions should be directed to Gus Kandah, Purchasing Manager,
gkandah@Livonia.gov. The Last day to submit questions is Thursday, May 16, 2024 by
3:00PM EST.
The City of Livonia seeks proposals for the following:
Placement of approximately 25 feet of 8-inch and 2,000 feet of 12-inch ductile iron water
main within Merriman Road via open cut. Install 1 tapping sleeve & well, 9 gate valve and
wells, 5 fire hydrants, and reconnect 20 water services. This project shall include water
main abandonment, full depth pavement restoration, surface restoration, traffic control,
soil erosion control and other miscellaneous items necessary to complete the work as
indicated on the Plans and Specifications.
The prime contractor shall demonstrate that they have successfully completed the installation of
a minimum of 40,000 linear feet of 8-inch or larger water main by directional drilling, 20,000
linear feet of 8-inch or larger water main by pre-chlorinated pipe-bursting, and 20,000 linear feet
of 8-inch or larger water main by traditional open-cut methods within the last three (3) years of
similar scope in the State of Michigan. Failure to provide supporting documentation these
requirements will constitute an invalid bid submittal.
No bidder may withdraw his proposal within one hundred twenty (120) calendar days after the
date set for opening thereof. The right to accept any bid, to reject any or all proposals and to
waive irregularities in bidding is reserved by the City of Livonia. Portions of this Contract may
be deleted due to unforeseen circumstances without compensation. Acceptance of any bid
does not constitute a binding agreement until a written Contract is signed by both parties.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material,
and Maintenace and Guarantee Bonds.
