CITY OF LIVONIA, MICHIGAN
Bennett Civic Library Restroom Renovations
The City of Livonia is requesting proposals for the Bennett Civic Library Restroom Renovations. The City of Livonia seeks proposals for the following:
The building is the City’s existing 1986 Civic Center Library Public Library with book stacks, administration, and research on three-floors located at the building’s northwest portion and a single-story community auditorium, resale and meeting room wing at the southeast portion of the building, separated by a large entrance atrium lobby. This Department of Housing and Urban Development funded project will refresh and enhance the existing first-floor entrance lobby area public restrooms with new fixtures and finishes and upgrade an existing unused storage space into a new ADA Family restroom for improved accessible compliance. New LED lighting, plumbing, tile, ceilings, and paint will be installed.
Plans and specifications will only be available online at the Michigan Inter-Governmental Trade Network (MITN) Purchasing Group at https://www.bidnetdirect.com/mitn beginning January 24, 2025. Hard copies of plan and specifications will not be available for purchase. Instructions to bidders may be obtained by registering with MITN at https://www.bidnetdirect.com/mitn.
Electronic proposals will be received through the Michigan Inter-Governmental Trade Network (MITN) Purchasing Group at https://www.bidnetdirect.com/mitn until 2:00 P.M., local time, on February 18, 2025 at which time the bids will be publicly opened and read aloud.
There will be a mandatory pre-bid meeting and site walk-thru held at 2:00 P.M. on February 4, 2025 at the Bennett Civic Library, 32777 Five Mile Rd., Livonia, MI 48154. Prospective bidders must be in attendance at the pre-bid meeting in order to be eligible. Pre-bid meeting minutes will be distributed as an addendum to the contract documents to all parties in attendance.
Bidders are to submit questions in writing to the attention of Gus Kandah, Purchasing Manager at gkandah@livonia.gov. No phone calls will be accepted.
Proposals submitted by Bidders who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect, and their respective employees, arising out of or in connection with the administration, evaluations, or recommendation of any bid.
Each proposal shall be accompanied by a bid security in the amount of five percent (5%) of the proposal, payable to the City of Livonia, as security for the acceptance of the contract. A bid bond on the Michigan Standard Form, issued by an approved Surety Company, may be furnished. The City will make arrangements to collect bid securities after the bid opening.
All bids shall be opened publicly at the date and time specified. Each bid shall be recorded together with the name of the bidder. Bids shall be in accordance with the requirements of this notice in order to be deemed “responsive.”
Bids received via the MITN website by the specified due date and time will be publicly opened at the due date and time via Zoom. Vendors may attend the bid opening virtually by using the following credentials:
No bidder may withdraw his proposal within one hundred twenty (120) calendar days after the date set for opening thereof. The right to accept any bid, to reject any or all proposals and to waive irregularities in bidding is reserved by the City of Livonia. Portions of this Contract may be deleted due to unforeseen circumstances without compensation. Acceptance of any bid does not constitute a binding agreement until a written Contract is signed by both parties.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
