2018 UNDERGROUND UTILITY PROGRAM will be received by the City Clerk-Treasurer’s Office in the City Hall at 120 East First Street, Monroe, Michigan 48161, until 10:00 A.M., LOCAL TIME, Monday the 9th day of April, 20 18. The bids will be publicly opened and read aloud by the City Clerk at 10:00 A.M., LOCAL TIME, the same day, in the City Council Chambers.
The Proposal and Contract Documents, including plans and specifications, may be obtained from the Michigan Intergovernmental Trade Network (MITN) / Bid Net Direct at https://www.bidnetdirect.com/mitn. Bidders desiring a hard copy of these documents may obtain them from the Department of Engineering, 120 East First Street, Monroe, Michigan 48161 by making a deposit of FIFTY DOLLARS ($ 50.00 ) for each set of plans and specifications. IF PLANS ARE TO BE MAILED, ADD FIFTEEN DOLLARS ($15.00). No refunds will be issued for the return of any plans and specifications.
The City of Monroe reserves the right to accept any proposal, to reject any proposal or to waive defects in proposals. A bid bond or certified check made payable to the City of Monroe in the amount of not less than five percent (5%) of the bid must be deposited by each bidder with his / her bid.
This project consists of work in five (5) distinct geographic locations, and pay quantities are delineated separately for each, and further broken down between sanitary sewer and water main work on one of the locations where both activities are to be undertaken. Further, the City is also soliciting an alternate work method (pipe bursting instead of the base bid for open cut construction), and these quantities are also delineated separately from the base bid quantities for the same location. The City of Monroe reserves the right, but not necessarily the obligation, to award each location separately, or to award any combination of locations to any one lowest bidder in any combination in the sole best interest of the City. The estimated cost of the work contemplated under this contract is approximately $1,175,000 in total.
Bidders shall note that Prevailing Wage provisions apply to the building trades portion of this contract (not the audio / visual component), and are contained within Division J of the contract.
No bidder may withdraw his bid within SIXTY (60) days after the actual date of the opening thereof, but may withdraw it at any time prior to the scheduled closing time for receipts of bids.
