The City Clerk of Monroe, Michigan will receive electronic proposals until 10:00 a.m. (local time), on Monday, May 15, 2023, for BLIGHT & PUBLIC SAFETY DEBT COLLECTION, through the Michigan Intergovernmental Trade Network (MITN) online bidding website at https://www.bidnetdirect.com/mitn. The bids will be publicly unlocked from the MITN website with bid total and other pertinent information read aloud via Zoom teleconference at 11:00 a.m. on Monday, May 15, 2023. Anyone that would like to participate in the bid opening must send a request email to edward.sell@monroemi.gov to receive an email invitation to the opening.

Scope of Work: The City of Monroe is soliciting a qualified Firm or Agency with debt collection experience with municipalities.City will provide electronic files to the awarded Agency listing those responsible parties that are delinquent in payment of invoices, or other City provided services or products. The information provided may include, but is not limited to, the following: Contact name; personal identifiers; last known address; phone number (if on file); amount of fee; amount paid (if any); and amount due.City will provide current file layouts. Firm shall be responsible for ensuring compatibility of City’s data files and transmittal medium to the Firm’s computer system(s). The firm shall bear all costs, if necessary, for data conversion to make the City’s data compatible with the Firms’ system(s), and any incidental costs related to data transfer.
