Sealed proposals for the construction of: CITY OF MONROE CITY HALL BACK UP GENERATOR REPLACEMENT will be received, through electronic submission, to the Michigan Intergovernmental Trade Network (MITN) until 10:00 A.M., LOCAL TIME, Tuesday the 20th day of June, 2023. The bids will be publicly unlocked from the MITN web site with bid total and other pertinent information read aloud at 11:00 A.M. the same day via Zoom teleconference. Bidders desiring to attend this opening should email edward.sell@monroemi.gov no later than Thursday, June 15, 2023 to obtain the meeting link. This project consists of the removal and replacement of the current backup generator on the roof of Monroe City Hall with a new 125 kw generator. This includes supply of the replacement generator and all electrical, plumbing, ducting, structural modifications (none expected), roof patching/sealing (as needed), crane charges and location, and delivery of existing generator to the City Public Services Department facility at 222 Jones Avenue, Monroe, MI 48161 to provide a complete and working system as designed.

There will be an OPTIONAL pre-bid meeting beginning on Friday, June 2, 2023 at 10:00 a.m. in the 1st Floor Conference Room of the project site, 120 E 1st St., Monroe, MI 48161. Any questions on this contract / bid documents should be asked in writing (email) no later than Friday, June 9, 2023 at 3:00 P.M., to provide adequate time for preparation of an Addendum, if necessary. Should an addendum be necessary, this is intended for publication by the close of business on Tuesday, June 13, 2023. Bidders shall note that Prevailing Wage provisions apply to this contract, and are contained within Division J of the contract.
Bidders for any Construction Project whose bid is valued at greater than $175,000 in total, and subcontractors of any tier that intend to perform work valued at over $50,000.00 shall be determined to be a ”Responsible Bidder” in accordance with the City’s Purchasing and Contracts ordinance prior to award, and must submit a Responsible Bidder Prequalification Package with their bid. Details on the entirety of this process are contained in Division D of the contract, and required forms are included in the Appendix to the contract. For this contract, the 10-day advance requirement will be waived and information may be submitted any time prior to, or with, the bid submission. Should the prime bidder identify any trades / subcontracts where they have been unable to identify a potentially responsible bidder at the time of bid submission, this should be clearly noted on the bid form, so this may be evaluated for exception if possible.
The City of Monroe reserves the right to accept any proposal, to reject any proposal or to waive defects in proposals. A bid bond or certified check made payable to the City of Monroe in the amount of not less than five percent (5%) of the bid must be posted by each bidder with his / her bid. No bidder may withdraw his bid within SIXTY (60) days after the actual date of the opening thereof, but may withdraw it at any time prior to the scheduled closing time for receipts of bids.
