The City of Monroe is soliciting statements of qualifications and work plans from qualified consultants / vendors (hereafter “Consultant” or “Vendor”) for the Monroe West Side Grade Separation and Traffic Safety Improvement Project (hereafter the “Project”) that is a recipient of Railroad Crossing Elimination Program grant funds in the amount of $23,964,400. The Project includes construction of a new grade separation with CSX railroad over West Elm Avenue within the City of Monroe, Michigan (hereafter the “City”). The Project will improve roadway traffic flow on the west side of the City, dramatically improve safety response times for emergency vehicles, and improve the safety of non-motorized and vehicular traffic movements by connecting businesses and communities with safe and efficient transportation infrastructure.
Questions on this RFP must be submitted in writing via email by the close of business (4:30 P.M.) on Monday, March 18, 2024. Questions should be submitted to the City’s Project Manager listed below, and no phone call responses to questions will be provided. Responses to all questions will be posted to the Michigan Intergovernmental Trade Network (MITN, part of the BidNet Direct network) by the close of business on Thursday, March 28, 2024. Interested consultants should submit their proposals as a single pdf file to MITN no later than 10:00 A.M. on April 8, 2024. As the MITN system is believed to have a maximum upload file size of 50 MB, proposals may be split if needed. A public acknowledgement of the proposals submitted will be made by City of Monroe Clerk-Treasurer Michelle J. LaVoy (Clerk) or her designee at 11:00 A.M. on the same day via Zoom teleconference. Consultants of other parties desiring to participate in this public acknowledgement should contact the Project Manager no later than Wednesday, April 3 to obtain the Zoom link.
