The City of Monroe will be renovating the existing Navarre Library / Opportunity Center facility,
located at 1135 East Second Street. Bids for the overall construction project are to be let in
September or October 2024 through Auch Construction, the City’s construction manager for the
project. However, due to expected lead times for certain mechanical and electrical equipment,
the City wishes to seek bids for those items at this time to minimize the impacts of possible delays
in their delivery and incorporation into the project. Plans and technical specifications have been
prepared by Kohler Architecture, with assistance from subconsultant Kleinfelder.
The following plans and technical specifications have been prepared and are attached as
follows:
a. Plan sheet E1.01, “Electrical Single-Line” (1 page)
b. Plan sheet M1.01, “HVAC Schedules” (1 page)
c. Division 23: Mechanical System Specifications (26 pages, including title)
d. Division 26: Electrical System Specifications (44 pages, including title)
• Vendors may provide pricing on one or more items, by utilizing the attached bid form (City
Standard Bid Form Pages B-2-1 and B-2-2).
• Vendors must specify manufacturer and model / product for each item for which they wish
to submit a bid.
• Expected lead time for each item should be specified on the bid form.
• Payment terms shall be specified on the bid form.
• Vendors shall specify storage location for items while awaiting incorporation into the
project. If any storage charges apply, these should be indicated. In lieu of any storage
charges, the City of Monroe may choose to provide storage location.
• Vendor is responsible for delivery of item(s) to the project site, at no additional cost unless
otherwise specified on bid form.

Pre-Purchase of Mechanical and Electrical System Equipment
• For purposes of commencement of warranties, “Substantial completion” shall be the
earlier of the date incorporated into the work and operational, or September 30, 2025,
provided that the item(s) have been delivered by that date.
• A bid bond in the amount of 5% of the total amount of all items must be submitted with
the bid. Certified checks are also acceptable, but must be delivered to the City of
Monroe prior to the opening of bids. City of Monroe Bid Bond Form Page B-5 has been
attached and may be utilized if desired by the vendor.
• In order to finalize construction plans, vendors will be required to provide full shop
drawings for all items no later than fifteen (15) days following award by the City Council,
which is expected to be either August 5 or August 19.
Questions on these specifications must be submitted in writing via email by the close of business
(4:30 P.M.) on Wednesday, July 17, 2024. Questions should be submitted to the City’s Project
Manager listed below, and no phone call responses to questions will be provided. Responses to
all questions will be posted to the Michigan Intergovernmental Trade Network (MITN, part of the
BidNet Direct network) by the close of business on Tuesday, July 23, 2024. Interested vendors
should submit bid form pages B-2-1 and B-2-2 and a bid bond or certified check to MITN no later
than 10:00 A.M. on Monday, July 29, 2024. Bids will be opened and read aloud by City of Monroe
Clerk-Treasurer Michelle J. LaVoy (Clerk) or her designee at 11:00 A.M. on the same day via Zoom
teleconference. Vendors desiring to participate in this public opening should contact the Project
Manager no later than Wednesday, July 24, 2024 to obtain the Zoom link.
The City of Monroe reserves the right to make award for any item in its sole best interest.
