RFP-ES-2013-004 - SALE OF CITY OWNED PROPERTY

Summary of Specifications:
The City of Monroe is soliciting proposals for the purchase of excess property that no longer serves a defined public purpose. The proposals will be evaluated by an administrative committee of the City of Monroe and the successful proposal will be selected and recommended to City Council based on the response that is deemed to be in the best interest of the City. While the offered purchase price is one of the selection criteria, all of the information provided in the response will be considered by the committee and the City is in no way obligated to select the highest proposed purchase price. General Property Location and Size: The City property that is the subject of this proposal is located at the northwest corner of East First Street and Kentucky Avenue. The property is a remnant of a vacated railroad right-of-way that that the City obtained from Penn Central Railway sometime around 2003. The former rail line traversed east-and west through the City. The property is irregularly shaped and has a total area of just over ½ acre (See attached aerial photograph). The subject property is Zoned RM: Multiple Dwelling Residential and Master Planned for High Density Residential. The adjacent property to the west is currently Zoned C-1: Local Commercial District and is utilized by the Salvation Army for a community center. The adjacent property to the south and east is vacant and zoned RM: Multiple Dwelling Residential. To the north, the property is used for single family residential and zoned RM: Multiple Dwelling Residential. See attached RFP for additional information and instructions.
