Summary of Specifications:
You are invited to submit a proposal for this project. Sealed proposals may be mailed or delivered to the CITY OF PONTIAC, CITY CLERK, 47450 Woodward Ave., Pontiac, MI 48342 by 3:00 PM, Friday, November 13, 2015. Envelopes should include the name and mailing address of the vendor on the outside and be plainly marked: Geospatial Consulting Services
A mandatory pre-proposal meeting will be held in the Shrine Room, located in City Hall at 47450 Woodward Ave., Pontiac, MI 48342, on Tuesday, November 10, 2015 at 9:00 AM. The proposal and contract requirements will be discussed at said meeting and it is mandatory that all respondents attend.
The City of Pontiac is requesting Qualification Statements for the purpose of issuing a Contract for a Consultant to complete the following general scope of services including, but not limited to:
3.1.1 Review existing City GIS software, computer hardware and networking infrastructure and provide recommendation guidelines, budgeting and implementation services for necessary software, computer hardware and networking infrastructure updates to provide reliable software and hardware platforms to run latest version of ESRI GIS software, web based client software and other applications to be developed later. Review this software for compatibility with existing City software such as BS&A and migrate existing data and future data into new system.
3.1.2 Review the existing ESRI geodatabase provided by Oakland County IT and the City’s update methodology and frequency and provide recommendations and services to establish more frequent and reliable updates.
3.1.3 Review of City GIS paper and electronic storm sewer, road, light pole and traffic signal infrastructure information and provide recommendations and services to standardize, update and incorporate City infrastructure into the GIS.
3.1.4 Applications and Database development and incorporation into GIS and other applications. Provide recommended solutions architecture of needed software and hardware as well as services to implement. Provide any necessary GPS survey information as requested based on review of 3.1.1 through 3.1.3.
3.1.5 Provide GPS survey location and datum services to ensure control and accuracy of City GIS infrastructure information.
3.1.6 Review and provide recommendation, budgeting and services to implement a City Computer Maintenance Management System for the management of City storm sewer, road, light pole and traffic signal infrastructure.
3.1.7 Review and provide recommendation, budgeting and services to implement a City Document Management System for archiving and managing City documents, drawings, account, contract, agreement and other information.
3.1.8 Review and provide recommendation, budgeting and services to implement a City Workflow Management System to manage and streamline City Departmental functions such as permits and plan review.
3.1.9 Implementation of Computer Maintenance Management System, Document Management System and Workflow Management system based on recommendations and budgets provided. All systems must be available remotely and must have automatic backup or cloud capabilities.
3.1.10 Provide owner’s manuals and flow control and operating documents for any new hardware/software.
3.1.11 Provide training for City Staff (30 hour minimum)
3.1.12 Perform periodic and as-needed system updates and maintenance as requested.
3.1.13 Provide additional up-front budget for 5-year operation and maintenance of the hardware and software.
