Dated Monday, June 3, 2024: The City of Rochester Hills is seeking a qualified contractor to provide all labor, supervision, tools, equipment, associated materials, and incidentals as required to identify, assess, clean out, inspect, operate, record mapping grade GPS, document findings, complete data transfer, and create detailed repair report, and potentially perform minor repairs on large valves in the City of Rochester Hills water system.
This Invitation to Bid is a two-step process. The first step (Step 1) involves evaluating the technical approach and qualifications of bidders based on the criteria identified within this document. Only Contractors who are qualified as part of the Step 1 process, will be invited to place a financial bid on this project in Step two (2).
Interested contractors are required to complete and submit the qualification documents included in this request following all instructions and completing all required forms. Upon completion of the prequalification process, it is the City’s intention to solicit to the qualified contractors for an Invitation to Bid for the inspection of large water distribution system valves (16-inch and larger) to obtain detailed valve and manhole structure condition data that guide future system improvement decisions.
This is not a solicitation of proposals. No guarantees, express or implied, are made. The City reserves the right to revise, change, modify, or delete the Project or schedule. Contractors responding to this notice do so at their own risk and option and therefore assume full responsibility for all associated costs. All documentation is to be received by the City of Rochester Hills Purchasing Division, 1000 Rochester Hills Drive, Rochester Hills, Michigan 48309 via Electronic Submission ONLY through the MITN website until EXACTLY 3:00 P.M. Local time, TUESDAY, JUNE 25, 2024 at which time and place said proposer’s names and addresses ONLY will be read via Zoom Teleconference.

The City of Rochester Hills officially distributes bid documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of bid documents obtained from any other source are not considered official copies. Only those vendors who obtain bid documents from either the Purchasing Division or the MITN System are guaranteed access to receive addendum information, if such information is issued. All Contractors desiring to bid on this project in Step Two, are required to complete and submit the minimum qualifications and requirements requested in this document including all instructions and forms.
Qualified contractors are required to demonstrate they have a good record of past performance on similar types of projects, in complexity and dollar magnitude, and be able to demonstrate their ability to perform the required services in the most professional manner and that in no way would detract or cause damage to the City.
The City seeks Contractors that have experience in performance of the requested services. The Contractor is expected to demonstrate their qualifications through their project approach, experience, ability, expertise, scheduling, references and capacity.
