Sealed Bids for the demolition of the Fire Department Training Tower located at 1111 Horizon Court, Rochester Hills, Michigan will be received by the City of Rochester Hills at the Purchasing Division, 1000 Rochester Hills Drive, Rochester Hills, MI 48309 via electronic bid submission ONLY until EXACTLY 3:00 P.M. Local Time, on Tuesday, March 25, 2025, at which time bids will be publicly opened and read via Zoom Teleconference.
A Voluntary Walk-Through Meeting will be held on Thursday, March 13, 2025 @ 10:00 a.m. at 1111 Horizon Court, Rochester Hills, Michigan in order for potential proposers to become familiar with the premises specified, provide a forum for questions/answers and the work to be performed according to the contract and specifications. Contractors not in attendance at the walk-through meeting will still be eligible to bid on this project. The City of Rochester Hills officially distributes bid/proposal documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of bid/proposal documents obtained from any other source are not considered official copies. Only those vendors who obtain bid/proposal documents from either the Purchasing Division or the MITN System are guaranteed access to receive addendum information, if such information is issued. The first step to do business with the City is to become a registered vendor by visiting the City website at www.rochesterhills.org, click on City Government, Departments, Purchasing, Bid Opportunities and link to MITN website. Final bid results will be posted on the MITN website after award.
THE CITY OF ROCHESTER HILLS RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS.
Any deviation from the specifications must be noted on the bid.
Each bid OVER $50,000.00 shall be accompanied by a certified check or a bid bond in an amount not less than 5% of the bid amount. The bond shall be with a Surety licensed and admitted to do business in the State of Michigan and in a form acceptable to the City of Rochester Hills.
All bids must be submitted electronically via the MITN website, including the bid bonds. Hardcopy, Faxed, Emailed or Late bids will not be accepted. The City of Rochester Hills is capable of accepting documents in docx, xlsx, pdf, jpg, tif or rtf formats. It is requested that you upload one complete document, versus that of several individual sheets. Please name your files accordingly if more than one file is uploaded to the site.
The accepted bidder will be required to furnish Insurance Certificates, Payment and Performance Bonds underwritten by a Surety licensed and admitted to do business in the State of Michigan and acceptable to the City.
It is the intention of the City of Rochester Hills to award this Contract to a Contractor fully capable both financially and with previous experiences in this type of work. Selection of bidder will include qualifications and performance records as outlined in the bid document.
The right to accept any bid, to reject any or all bids and to waive defects in bids is reserved by the City of Rochester Hills. Portions of this Contract may be deleted due to unforeseen circumstances without compensation.
The City reserves the right to change or amend the bid documents, prior to the bid opening date by the issuance of addendum posted on the MITN website. It shall be the contractor’s responsibility to make inquiry as to the changes or addenda issued. All such changes or addenda shall become a part of the contract and all contractors shall be bound by such changes or addenda.
Under 2012 PA 517, an Iran Linked Business, as defined therein, is not eligible to contract with the City and shall not submit a bid.
The City’s acceptance of a bid and approval of the award of a contract shall not constitute a formed contract, and the acceptance of a bid and award of a contract shall be contingent and conditioned upon the parties’ entry into and execution of a written agreement acceptable to the City.
Scope of Work
The City of Rochester Hills wishes to obtain bids from qualified contractor(s) to provide demolition services to completely demolish the Fire Department Training Tower and identified accessory structures. Contractor shall furnish all labor, equipment, materials and supervision necessary for demolition including removal and disposal of debris, and any needed clean fill to bring the existing grades under the demolished building to be level with the adjacent present grades and to remove any public nuisance.
An asbestos containing materials (ACM) inspection has been completed by ASTI on behalf of the City and is attached as Appendix A for interested contractors to review. No asbestos containing materials were found, however if during any of the awarded vendors demolition activities should material be found that is considered to be ACM all activities will stop, the City’s designated representative shall be notified, and the City shall contact ASTI to come and sample an analyze the material for asbestos content before any work can continue.
