Only those persons(s) designated above are authorized to seek additional information from prospective vendors regarding their quote proposals. Correspondence or inquiries made directly to vendors regarding their quote proposals from all other persons are to be directed to those City employee(s) designated above for appropriate review and response. All inquiries shall be made in writing on or before Wednesday, March 5, 2025 at 11:00 AM EST, in order that a written response in the form of an addendum can be processed before the quotes are due. Inquires received after that date will not be considered.
As this quotation is being made available by electronic means, the vendor accepts full responsibility to ensure that no changes are made to the quotation documents. In the event of conflict between a version of the quotation submitted by vendor and the version maintained by the City of Rochester Hills Purchasing Division, the version maintained by the City of Rochester Hills Purchasing Division shall govern.
Background
The Festival of the Hills includes several hours of entertainment concluding with fireworks display at Borden Park (southeast corner of Hamlin Road and John R Road). The event attracts approximately 50,000 attendees. The Festival of the Hills is funded by private donations. The 2025 Festival of the Hills will take place on Wednesday, June 25, 2025 with a rain date of July 9, 2025.
Scope of Services:
The City of Rochester Hills is accepting quotes from qualified and experienced companies for the rental of portable toilets with hand-washing facilities and wash stations, including ADA/handicap units, men’s rooms, etc. for the City’s Festival of the Hills to be held on June 25, 2025, with a rain date of July 9, 2025. The event begins at 6:00 p.m. with staged entertainment, children’s activities and food concessions (no alcoholic beverages) and concludes with a fireworks display attracting approximately 50,000 attendees at 10:10 p.m. Borden Park is typically vacated by 11:45 p.m. The Park begins to fill at 6:00 p.m. with spectators increasing up to the time of the fireworks display at 10:10 p.m., reaching a peak crowd of approximately 50,000 in and around the park.
At delivery, each unit must include a full supply of toilet paper and hand sanitizer. Handicap/ADA units will be the type that require no ramp because the inside floor is level with the outside surface, have handrails inside the unit and are large enough inside to allow a wheelchair to turn around.
All units shall be clean and in good condition. The vendor shall be responsible for the timely delivery, set-up/installation and removal of all units. Delivery and set-up/installation can take place up to two (2) days before the event and shall be completed no later than 5:00 p.m. on the day before the event. All units and accompanying debris shall be completely removed by the day after the event.
