Summary of Specifications:
The City of Sterling Heights is seeking a Consultant to review and analyze any utility costs incurred by the City. The objective of the review is to identify current and past billing overcharges for improper tariff rates and other items, to negotiate refunds with suppliers on behalf of the City, and to identify ongoing saving opportunities that can be implemented by the consultant on behalf of the City. Energy reviews should concentrate on rates and service, and not on the amount of energy consumed.

The reviews should cover the maximum period that refunds can be obtained as allowed by law and regulation. Quantitative and narrative reports shall be provided that indicate work accomplished and results, including refunds recovered and savings produced.
