Vendor Selection Process
The City of Taylor (“City”) invites the submission of proposals for an experienced company to manage all aspects of vehicle towing dispatching, storage, and disposal for the City of Taylor. The intent of the RFQ is to identify qualified companies to provide complete management of towing, storage, and auction services (as described in greater detail below).
The objective of this “RFQ” is to designate multiple emergency towing companies as “qualified” to enter into a contract with the City of Taylor, and then advance to a second stage of the procurement process which will be referred to as a Request for Proposal or “RFP.” The second stage will be amongst only the companies designated as “qualified” and will contain a pricing proposal as well as other additional information.
The City of Taylor reserves the right to negotiate a final contract with the most qualified firms based upon a combination of factors including but not limited to the following qualifications and pricing proposals stated within the RFQ and RFP. The City of Taylor also reserves the right to not award the contract to the lowest bidder, as well as reserves the right to not award a contract at all based on the results of the two-part procurement process.
The City Council majority will approve the final vendor and terms of the contract. The contract term begins (3 years) November 1, 2024 and concludes on October 31, 2027. The City of Taylor reserves the right to terminate the contract early for contract non-compliance or dissatisfaction with the service provided. The contract will also carry a 3-year renewal option, also to be approved by council.
